The Global Waqf Alliance brings together different categories of stakeholders, recognising that each has a distinct role in strengthening waqf governance, knowledge, institutional capacity, and implementation.
A. Founding & National Waqf Authority Members
Public Institutions
Who may apply: National waqf authorities, statutory waqf regulators, and competent public institutions responsible for waqf administration or oversight.
Purpose: To facilitate national-level governance reform, legislative dialogue, standards implementation, institutional cooperation, and the exchange of regulatory experience.
B. Institutional Members
International & Development Institutions
Who may apply: Relevant international organisations, multilateral development institutions, Islamic finance and governance bodies, research institutions, and other organisations whose mandates align with the Alliance.
Purpose: To support international cooperation, research, policy development, technical assistance, and institutional capacity building.
C. Waqf Management Institution Members
Endowments & Foundations
Who may apply: Waqf management organisations, Islamic charitable foundations, endowment trusts, corporate waqf entities, and institutions that hold, administer, or manage waqf assets.
Purpose: To improve professional management, governance practices, financial accountability, asset utilisation, beneficiary services, and organisational sustainability.
D. Scholarly Members
Shariah & Research Expertise
Who may apply: Recognised scholars and researchers with expertise in waqf jurisprudence, Islamic finance, endowment law, governance, economics, and related disciplines.
Purpose: To contribute scholarly guidance, research, technical review, capacity building, and the development of sound waqf practices grounded in Shariah principles.
E. Technical & Legal Members
Specialist Professionals
Who may apply: Waqf legal specialists, Shariah advisers, auditors, accountants, Islamic asset managers, technology providers, cybersecurity professionals, digital registry experts, and other qualified practitioners.
Purpose: To provide specialist knowledge and practical solutions for legal reform, governance implementation, digitisation, risk management, reporting, and responsible investment.
F. Strategic Partner Representatives
Collaborative Leadership
Who may apply: Eligible strategic partners whose institutional objectives align with the Alliance and who are admitted under an approved strategic partnership arrangement.
Purpose: To support programme development, implementation, resource mobilisation, technical collaboration, and the achievement of shared institutional objectives.

Institutional eligibility
Applicants should generally demonstrate:
Mission alignment: A clear connection to waqf, Islamic finance, philanthropy, governance, investment, technology, research, or social development.
Legal standing: Appropriate registration, legal status, or professional recognition, as applicable to the applicant category.
Institutional credibility: Demonstrable experience, expertise, professional standing, or a relevant track record.
Governance and integrity: A commitment to transparency, accountability, ethical conduct, and responsible management.
Cooperation: Willingness to participate constructively in relevant programmes, working groups, research, or implementation activities.
Shariah alignment: Commitment to respecting applicable Shariah principles in waqf-related activities.
Individual applicants, including scholars and technical professionals, should demonstrate relevant qualifications, expertise, or recognised professional experience.
Membership is subject to eligibility review and approval by the appropriate authority under the Alliance's Charter. Application does not automatically confer membership, official representation, certification, or a governance position.
How to Apply for Membership

Submit an Expression of Interest
Complete the online enquiry form, identifying your organisation, membership category, areas of expertise, and reasons for joining the Alliance.

Provide Supporting Documentation
Submit the relevant registration documents, institutional profile, governance information, professional credentials, and other documents requested for your category.

Eligibility & Due Diligence Review
The Secretariat reviews the application for category eligibility, mission alignment, institutional standing, governance, integrity, and any applicable compliance requirements.

Governing Council Consideration
Applications are submitted to the appropriate approving authority in accordance with the Alliance Charter and applicable membership procedures.

Confirmation & Onboarding
Successful applicants receive formal confirmation, relevant membership documentation, guidance on participation, and information about applicable obligations and opportunities.

Membership Responsibilities & Standards of Conduct
Membership is both an opportunity and a responsibility.
All members are expected to:
Uphold the values of Amanah (trust), Adl (justice), Ihsan (excellence), Sidq (truthfulness), and Mas'uliyyah (responsibility).
Respect the Alliance Charter, applicable policies, and relevant laws.
Promote transparency, accountability, ethical conduct, and responsible stewardship.
Disclose and appropriately manage actual, potential, or perceived conflicts of interest.
Protect confidential information and respect data protection obligations.
Participate constructively in agreed activities and fulfil applicable membership obligations.
Avoid misrepresenting their relationship with the Alliance or using its name, logo, or official marks without authorisation.
Membership may be suspended or terminated in accordance with the Charter's procedures, including applicable notice, review, and appeal provisions.
